Two water systems, two kinds of water. The City runs two treatment plants. Powers Creek serves Westbank, Glenrosa, Smith Creek and Gellatly; Rose Valley (online since late 2023) serves areas including Lakeview Heights, Shannon Lake, Rose Valley, West Kelowna Estates and Tallus Ridge. The City's 2025 water report shows Powers Creek water as soft (about 43 mg/L hardness) and Rose Valley water as moderately hard (about 90 mg/L). Which side you're on changes how much scale to expect in a water heater.
Hillsides and growth. The city spreads across the western shore and hillsides of Okanagan Lake, and it grew by about 10% between the 2016 and 2021 censuses. That means a lot of newer homes alongside older ones, and plenty of first-time water heater replacements as original tanks age out.
